An unusual device! Any ideas?

This device measures 55x25x30mm, plus pins.

The only markings on the device are a 1, a label with a 4 on, and a 3, plus W18 or 81M marked on the flat.

It has two pins in the centre, three at one side, and two plus the exhaust pip at the other.
